As per title suggested this is an attachment used on bicycle fork.

Using this attachment you can attach to your bicycle's fork either a light or a bicycle dynamo (front or rear & left or right) 

When using it to attach a classic dynamo you can attach it anywhere you see it is best for you or your bicycle; meaning that using this attachent you can attach your dynamo either on the left or the right side, and either on front or rear wheel
